DIRECTOR

Levi co-founded Bluetier and led as Managing Director until 2026 before moving into the Director role. He came up through contracting — project and contract management at Hazell Bros, then a programme manager role on a UK affordable housing programme delivering around £26m a year — before moving to the client side of the table. He works mostly across state roads, health and water infrastructure, specialising in Project Management. Levi is also a Graduate of the Australian Institute of Company Directors.

DIRECTOR

James is a civil engineer with more than twenty years in Tasmanian construction, including two as General Manager of Hazell Bros' Tasmanian construction business. He has built irrigation schemes, highways and hospital works from the contractor's side and now administers them from the client's — currently as Superintendent on the $78M Northern Midlands Irrigation Scheme. He is accredited by DPIPWE for dam competence and licensed as an Open Class Building Practitioner.

GENERAL MANAGER

Grant joined Bluetier in 2026 as General Manager to help built the business into the future. He is an engineer by training with a career spent in commercial and operational leadership. Grant has spent the last three years at Marinus Link as Commercial Interface Manager, governing the commercial interfaces across engineering packages worth more than $3.4 billion, and before that held General Manager and Chief Information Officer roles at Federal Group and Aurora Energy.

PROJECT DIRECTOR / MANAGER

Mark took the Royal Hobart Hospital Emergency Department Expansion from concept through to market pricing — a $130M project, and the largest single engagement Bluetier has delivered. He has also managed the $40M St Johns Park mental health precinct, the Peacock Centre reconstruction and its insurance claim, and the Cambridge production kitchen business case. He is a Fellow of Chartered Accountants Australia & New Zealand.

PROJECT DIRECTOR / SUPERINTENDENT

Brad has twenty years in water, wastewater, highway and bridge infrastructure, on both sides of the contract. He has run a $43M wastewater treatment plant for Downer, led engineering on the $1.4B Adelaide Desalination Plant, and managed target outturn cost and predelivery for the CPB / TasWater Capital Delivery Office. He is Project Director for TasWater's Ti Tree Bend transformation.

PROJECT MANAGER

Paul has worked in the agriculture, forestry and civil construction industries for over 30 years, most recently as General Manager of Program Delivery and Development with Tasmanian Irrigation. He currently manages TasWater's Macquarie Point sewer work inside the CPB-UGL delivery office, and has delivered Health's north-west mental health precinct and West Coast District Hospital refurbishment. Previous experience includes twelve years at Tasmanian Irrigation, finishing as General Manager of Program Development and Delivery.

PROJECT MANAGER

Andrew has twenty-five years across roads, bridges, water, wastewater, irrigation and landfill, and has spent the last five inside the Department of Health delivering work in operating hospitals — negative pressure rooms, the LGH emergency department airlock, an accelerated CT scanner facility. He is a Fellow of IPWEA and acts as an independent quality assurance verifier on State Growth contracts.

PROJECT MANAGER

Anna joined Bluetier from Court Services Victoria, where she was Project Director for the $106.5M VCAT city campus and program managed a $73M response to critical asset failures across Victoria's courts. She has been Superintendent's Representative on heritage work including the Royal Exhibition Building, and won a national AIPM project management award in 2023. She is now based in Launceston.

PROJECT MANAGER

Jason came to infrastructure from health, with seventeen years of clinical and management nursing behind him before he moved into program management at Mater Health Services and, later, Hobart Private Hospital. It shows in the work: he is at his best where the clinical service and the building have to change at the same time, which in health is most of the time.

PROJECT MANAGER

Melanie spent a decade inside the Department of Health's Infrastructure Services before joining Bluetier, so she understands how health capital works get approved as well as how they get built. She led the greenfield St Helens hospital and the LGH specialist clinics redevelopment, and now delivers the department's northern projects, including the LGH HVAC upgrade.

PROJECT MANAGER

Clayton is an environmental engineer with fourteen years in public infrastructure, twelve of them at Jacobs, where he led the Tasmanian water business and the flood package on the New Bridgewater Bridge project. He has worked client-side inside TasWater as a design manager, and knows the hydrology and approvals side of water projects as well as the delivery side.

James spent ten years at for the largest civil contractor in Tasmania, finishing as Project Manager, before crossing to the client side in 2023. He is Superintendent's Representative on the $78M Northern Midlands Irrigation Scheme and Superintendent on State Growth contracts including the Styx River bridge replacement. A decade of estimating and delivery gives him a practical read on a contractor's claim and a contractor's programme.

PROJECT MANAGER / SUPERINTENDENT

Ben is a Chartered Professional Engineer who has delivered some of Tasmania's more demanding civil work — the $33M Lake King William intake works for Hydro Tasmania, the $14.9M Sorell southern bypass, and the marine works at Kettering and Roberts Point for the Bruny Island ferry. He joined Bluetier in 2025 and superintends contracts for the Department of State Growth.

PROJECT MANAGER / SUPERINTENDENT

Jacob is a civil engineer who spent seven years at GHD on major water infrastructure — including the 270km Wentworth to Broken Hill pipeline — before moving to delivery. He was Project Manager for the $45M Don Irrigation Scheme, 56km of pipeline serving 67 farms across the Forth and Lake Barrington regions, and now superintends road and bridge contracts for State Growth.

PROJECT OFFICER / FF&E SPECIALIST

Rachael has spent the past four years specialising in furniture, fixtures and equipment for health projects — the discipline that decides whether a finished building actually works for the clinicians in it. She supports the Royal Hobart Hospital emergency department expansion and the Peacock Centre, and was previously Chief Executive of the Civil Contractors Federation in Tasmania.

Paul supports the Department of Health's northern infrastructure programme from Launceston — contractor coordination, procurement, scheduling, reporting and the administration that keeps a project moving. He came to project work from operations and logistics management across Tasmania's civil, utility and vegetation sectors.

ESTIMATOR

Aaron spent eight years as Hazell Bros' senior civil estimator, pricing $150–200M of tenders a year, and has worked on everything from Tasmanian irrigation dams to Intel's fabrication plant in Ireland. He prepares Bluetier's P50 and P90 construction budget estimates and constructability advice, and acts as quality assurance verifier on road contracts.
